Going by the genetic data we have and what we know about it, the answer is quite simple. The Basque and Sardinian dna is predominantly (80-90%) a remnant of the Anatolian Neolithic farmers who moved into Europe around 10k years ago. While the other Iberians are also 70 to 80% genetically derived from this Neolithic farmer population, they however adopted the Indo European languages of the incoming tribes which mixed into Iberia. First it was the Celt-Iberian languages and ultimately the Latins. Uniparental lineages like yDNA are not that important as it shows to be a founder effect in the Basques (Elite dominance) The Basque language shows close similarities to Kartvellian and some other Caucasus language, because those too most likely speak the language of the original Anatolian farmers, as Anatolia is next to the Caucasus. These Anatolian languages have died out in Anatolia itself as they were first replaced by Indo European languages coming from and through the Caucasus and Iran. And later by the Turkic languages. Also important to note this Anatolian Neolithic dna is also very high in as far as North Europe. It's actually the single strongest component in all of Europe. While the Steppe (EHG + CHG/Iran CHL) dna varies from region to region in Europe. Basque language is the oldest still existing language of Europe, as it predates the Indo European expansion.
